Respect the local convention for thousands separator

Numbers displayed in questions should follow local conventions. If thousands separators are needed at all, using a small space would probably be ok.

Using commas for thousands separators is extremely confusing for students from countries that normally use commas for decimal separators. It creates a lot of frustration for both students and teachers, and puts an extra burden on question authors, who either need to carefully avoid numbers, that might otherwise be displayed with thousands separators or implement and test cumbersome work-arounds.

    It's even not in line with ISO conventions.
